통합신공항 건설이 23개시·군 발전의 기반이 되도록 추진할 것

(전국= KTN) 김도형 기자= 경상북도의회 이종열 의원(국민의힘, 영양)은 8일(화) 경상북도의회 제318회 임시회 제2차 본회의 5분 자유발언을 통해, 지난 8월 28일 대구·경북통합신공항 이전지가 의성비안·군위소보 공동 후보지로 최종 결정되는 과정에서 국방부와 경상북도의 미흡했던 대응 과정을 지적하고, 통합신공항 건설이 23개시·군 발전의 기반이 되도록 철저한 계획 수립과 시행을 촉구했다.

이 의원은 첫 번째로 대구·경북통합신공항 이전지 선정 과정에서 경북도가 주도권 확보에 실패하였다고 지적했다. 국방부가 군위군에 공항이전 후보지를 단독후보지와 공동후보지를 모두 포함시켜 선택할 수 있는 논란의 여지를 만들어 주었기 때문에 후보지 선정 과정의 주도권이 군위군에 넘어갔고, 경상북도는 군위군과 의성군의 반대를 무마하기 위하여 인센티브 제공을 위한 공동합의문을 작성하는 등 대구·경북 통합신공항임에도 불구하고, 군위군과 의성군이 주도하는 꼴이 되었다고 밝혔다.

이 과정에서 군위군의 일방적인 주장에 못 이겨 경북도의원 전원에게 사전 설명도 없이 부단체장들을 동원한 군위군의 대구시 편입 동의 서명을 강요했다고 주장했다.

둘째, 갈등관리 부재를 지적했다. 올해 1월 21일 주민투표 실시 이후 군위군은 단독후보지, 의성군은 공동후보지를 각각 통합신공항 이전 후보지로 신청했고, 7월 3일 선정위원회에서 부적합 결정을 할 때까지 6개월간 시간이 있었음에도 불구하고, 경북도에서는 전혀 두 지역의 대립과 갈등을 예상하지 못했고, 갈등관리도 하지 못했다고 지적했다.

셋째, 국책사업 선정과 추진 과정에서의 나쁜 선례를 남겼다고 지적했다. 앞으로 도내에 다른 국책사업을 유치하여 추진할 경우 지역이기주의와 소지역주의를 앞세워 조직적·집단적으로 반발하면 인센티브를 제공한다는 경험이 학습되어, 국책사업 추진 과정에서 심각한 부작용이 예상된다고 지적했다.

이종열 의원은 이철우 도지사가 통합신공항 이전 후보지 선정 과정에서‘옥동자를 낳을 때는 원래 산고가 많다’라고 말한 것을 상기시키면서, “산고 끝에 통합신공항 이전지가 어렵게 결정된 만큼 통합신공항의 조기 건설과 개항을 위한 적극적인 사업 추진과 신속한 조치가 뒷 따라야 한다”고 강조했다.

아울러, “통합신공항 조성 사업에 9조원 이상 추산되는 이전 사업비 확보 방안, 관련 법 제·개정과 행정절차 간소화, 예비타당성조사 면제, 농지전용 허가권, 그린벨트 해제, 민간 사업자 조기 선정 등 신공항 건설과정에서 예상되는 다양한 문제에 대하여 적극적으로 대응하여 신속하게 추진할 것”을 촉구했다.

마지막으로 이 의원은 “대구경북연구원은 공항 이전에 따른 경제적 파급효과가 51조원에 이르고, 취업유발효과는 41만명에 이른다고 추산한 만큼, 통합신공항 건설의 장밋빛 청사진을 23개 시군이 함께 발전할 수 있는 구체적인 발전 방안과 실현 가능한 시행계획을 마련하여 도민들이 공감하는 내실 있는 신공항 건설이 추진되어야한다”고 재차 강조했다.

Reporter Kim Do-hyung of the KTN-Reporter Lee Jong-yeol of the North Gyeongsang Provincial Council made a five-minute free speech at the second plenary session of the 318th extraordinary session of the North Gyeongsang Provincial Council on Tuesday, pointing out the lack of construction between the Ministry of National Defense and North Gyeongsang Province in the process of finalizing the relocation of Daegu-Gyeongbuk Integrated New Airport as a joint candidate for Uiseong Bian and Gunwi.

Lee first pointed out that Gyeongsangbuk-do failed to secure leadership in the process of selecting the relocation site for Daegu and Gyeongbuk Unified Airport. The Ministry of National Defense said that the military had given the military the right to take the lead in the selection process by including both the single and the joint candidate sites, and that North Gyeongsang Province had been led by the military and the Uiseong counties, despite being Daegu-Gyeongbuk New Airport, with a joint agreement to provide incentives to appease opposition from the military and Uiseong counties.

In the process, the military claimed that it forced all members of the North Gyeongsang Province to sign the agreement to transfer the military to Daegu without any prior explanation.

Second, he pointed out the absence of conflict management. After the referendum was held on January 21 this year, Gunwi-gun applied for a single candidacy and Uiseong-gun applied for a joint candidate site for the relocation of the new airport, and although there was six months until the selection committee decided on July 3, North Gyeongsang Province did not expect any confrontation and conflict between the two regions, nor did it manage conflicts.

Third, it pointed out that it set a bad precedent in the process of selecting and promoting national projects. He pointed out that if other national projects are attracted to the province in the future, the experience of providing incentives for organized and collective opposition with regional selfishness and small regionalism will be learned, which is expected to have serious side effects in the process of promoting national projects.

Recalling provincial governor Lee Chul-woo's remarks during the selection process of the candidate site for the relocation of the new airport, Rep. Lee Jong-yeol stressed, "Since it was difficult to relocate the new airport after labor pains, active projects for the early construction and opening of the new airport should be followed by prompt measures."

In addition, he urged the government to "actively respond to various problems expected in the construction process of the new airport, including measures to secure relocation project costs estimated at more than 9 trillion won, enacting and revising related laws and simplifying administrative procedures, exempting preliminary feasibility studies, allowing farmland only, lifting green belts, and early selection of private operators."

Lastly, Rep. Lee reiterated, "As the Daegu Gyeongbuk Institute estimated that the economic ripple effect of the relocation of the airport reached 51 trillion won and the employment inducement effect reached 410,000 people, the construction of a new airport should be carried out with concrete development measures and feasible implementation plans for 23 cities and counties to develop together."
