경남도는 남부내륙고속철도 기본설계 용역비 406억원이 지난 1일 국무회의를 거쳐 내년도 정부예산에 반영된 후, 3일 국회에 제출됐다고 밝혔다.

경남도는 올해 초부터 주무부처인 국토교통부와 정부예산을 편성하는 기획재정부를 수차례 방문하여 2022년 조기착공을 위한 행정절차의 조속한 진행과 정부예산 반영을 줄기차게 요구해 왔다.

South Gyeongsang Province said 40.6 billion won in basic design service for the southern inland high-speed railway was submitted to the National Assembly on the 3rd after being reflected in the government budget for next year after a Cabinet meeting on the 1st.

Since early this year, South Gyeongsang Province has visited the Ministry of Land, Infrastructure and Transport, which is in charge of the project, and the Ministry of Strategy and Finance, which organizes the government's budget, several times to demand the swift progress of administrative procedures for early construction in 2022 and the reflection of the government budget.

특히, 김경수 도지사는 정부예산 심의 기간 중 기획재정부를 직접 방문하여 예산실장 등을 만난 자리에서 남부내륙고속철도를 비롯한 경남도 주요사업을 설명 하는 등 국비 지원의 필요성을 강력히 건의했다.

경남도는 기본설계 용역비 406억원이 2021년 정부예산에 최종 반영되도록 국회 예산안 심사 단계(10~12월)에서 여야 국회의원들과 긴밀한 협조체계를 구축해 나간다는 계획이다.

남부내륙고속철도 사업은 지난 해 11월부터 진행된 ‘타당성조사 및 기본계획 용역’이 완료되면, ‘기본 및 실시설계’를 거쳐 본격적인 사업에 착공하게 된다.

South Gyeongsang Province plans to establish a close cooperation system with lawmakers from the ruling and opposition parties during the parliamentary budget review phase (October to December) so that 40.6 billion won in basic design services will be finally reflected in the 2021 government budget.

The southern inland high-speed railway project will begin construction in earnest after the completion of the feasibility study and basic planning service, which began in November last year.

현재 진행 중인 국토교통부 주관 ‘타당성조사 및 기본계획 용역’에는 고속철도 노선 및 정거장 등의 배치계획을 비롯해 철도 수송수요 예측, 공사기간 및 사업시행자, 공사비 및 재원조달계획, 환경의 보전·관리에 관한 사항 등이 포함되며 내년 초에 완료될 예정이다.

이어서, ‘대형공사 등의 입찰방법 심의’에서 공구와 공사방식(일반공사, 턴키)이 결정되면 기본설계 절차가 진행된다. 특히, 턴키 공사(일괄입찰)는 선정된 사업자가 설계와 시공을 진행하므로 2022년 상반기에 착공이 가능할 것으로 기대된다.

* 대형공사 등의 입찰방법심의 기준(국토교통부 고시 제2019-91호) : 공구와 공사방식등을 중앙건설심의위원회 심의를 거쳐 결정

* 턴키(일괄입찰) : 대형공사(300억원 이상 복합공종)로서 설계・시공 통합 발주

↳ 교량(500m 이상), 특수교량(현수교, 사장교 등), 일반터널(3,000m 이상) 등

The ongoing "Reliability Survey and Basic Planning Service," organized by the Ministry of Land, Infrastructure and Transport, will include the deployment plan for high-speed railway routes and stations, the prediction of railway transportation demand, construction period and project implementers, construction cost and financing plans, and environmental conservation and management, and will be completed early next year.

Subsequently, basic design procedures will be carried out when tools and construction methods (general construction, turnkey) are determined in the "Deliberation of Bidding Methods for Large-Scale Construction, etc." In particular, it is expected that construction of turnkey construction will be possible in the first half of 2022 as design and construction will be carried out by selected operators.

* Turnkey (comprehensive bidding): Integrated design and construction order as a large-scale construction project (over KRW 30 billion)

배현태 남부내륙고속철도추진단장은 “남부내륙고속철도 구축으로 수도권과 거제·창원을 2시간대로 연결하는 광역교통망이 확충됨에 따라 접근성은 물론 다양한 산업적 편의가 제고되고 경남 전체가 골고루 발전하는데 기여할 것”이라면서 “2022년도 조기 착공될 수 있도록 최선을 다 하겠다”고 강조했다.

Bae Hyun-tae, head of the Southern Inland High Speed Railway Promotion Team, said, "We will do our best to ensure that the construction of the southern inland high-speed railway will expand the wide-area transportation network that connects the metropolitan area, Geoje, and Changwon in the two-hour period, thereby enhancing accessibility as well as various industrial conveniences and evenly developing the entire South Gyeongsang Province."
