(전국= KTN) 김도형 기자= 미래통합당 김형동 의원(경북 안동·예천)은 1일 인구감소지역 발전방안 마련과 지방소멸 위기에 대응하는 특별법을 대표발의했다.

현재 우리나라는 세계에서 가장 빠른 속도로 저출산·고령화가 진행되고 있으며 2016년을 기점으로 생산가능인구가 감소세로 바뀌었다. 특히 농·어촌 등 지방에서는 수십년 전부터 인구의 도시집중화로 심각한 인구감소세가 나타나고 있어 상당지역에서 지역의 존폐 자체가 임박해진 상황이다.

한국고용정보원에서 발표한 2019년 지방소멸지수에 따르면 전남이 0.44로 가장 낮았고 이어 경북 0.5, 전북 0.53으로 나타났다. 전국 228개 시·군구 가운데 소멸위험지역도 2015년 75곳에서 2019년 97곳으로 늘어나고 있다. 특히 경북의 경우 23개 시·군 중 4곳을 제외하고는 모두 소멸위험지역에 포함됐다.

이에 김형동 의원은 지방에 대한 실질적 지원책 마련을 위한「지방소멸위기지역 지원 특별법」을 대표발의 했다. 이 법안에는 △5년마다 행정안전부장관, 지방자치단체장이 지방소멸위기지역 활성화를 위한 종합계획과 기본계획을 수립 △대통령 소속의 지방소멸방지중앙위원회 설치 △지방교부세 특별지원 △지방소멸위기지역 활성화 구역을 지정하여 청년창업, 귀촌 귀농인 지원, 지역특화산업 육성, 스마트 생활공간의 육성 등의 내용이 담겨있다.

김형동 의원은“더 이상 수도권 중심의 발전 전략은 국가발전의 동력이 될 수 없다”며“이 특별법을 통해 지역에 새로운 경제적·사회적·인적 활력을 불어넣어 지방소멸을 막고 국토균형 발전과 국가성장의 새로운 동력을 만들어낼 수 있을 것으로 기대된다”고 말했다.

한편, 김형동 의원은 지난 18일 국회에서 김승남 의원, 경상북도 전라남도와 공동으로 “지방소멸위기지역 지원 특별법 제정을 위한 공청회”를 개최하여 실효성있는 특별법이 될 수 있도록 각계 전문가들의 의견을 수렴했다.

Currently, Korea is experiencing the world's fastest low birth rate and aging population, and as of 2016, the number of people available for production has decreased. In particular, rural areas such as farming and fishing villages have seen a serious population decline due to the concentration of the population in urban areas for decades, and the survival of the region itself is imminent in many areas.

South Jeolla Province had the lowest rate of 0.44, followed by North Gyeongsang Province with 0.5 and North Jeolla Province with 0.53 according to the 2019 local extinction index released by the Korea Employment Information Service. Of the 228 cities and counties nationwide, the number of endangered areas is also increasing from 75 in 2015 to 97 in 2019. In particular, all but four of the 23 cities and counties in North Gyeongsang Province were included in the extinction risk zone.

In response, Rep. Kim Hyung-dong proposed the Special Act on Support for Areas in Crisis of Local Extinction to prepare practical support measures for the provinces. The bill includes the establishment of a comprehensive plan and basic plan for the revitalization of local extinction crisis areas every five years by the Minister of Public Administration and Security and the heads of local governments, the establishment of a central committee for the prevention of local extinction, special support for local grant tax, and the designation of zones for the revitalization of local extinction crisis zones to support young entrepreneurs, support rural returnees, foster specialized industries, and smart living spaces.

Representative Kim Hyung-dong said, "The development strategy centered on the Seoul metropolitan area can no longer be a driving force for national development," adding, "The special law is expected to inject new economic, social and human vitality into the region to prevent extinction of provinces and create new engines for balanced national development and national growth."

Meanwhile, Kim Hyung-dong held a "public hearing for the enactment of a special law to support local extinction crisis areas" jointly with Kim Seung-nam and Jeollanam-do in the National Assembly on the 18th to gather opinions from experts from all walks of life so that it can become an effective special law.
