(전국= KTN) 김도형 기자= 한국식품안전관리인증원(원장 조기원, 이하 HACCP인증원)은 임직원의 소극행정 혁파를 통한 적극행정을 장려하여 국민편익을 증진하고 권익을 향상시켜 나가고자 8월 18일(화)부터 기관 차원의 「소극행정 상시 신고센터」를 설치·운영해 나간다고 밝혔다.

(National = KTN) Reporter Kim Do-hyung: The Korea Food Safety Management Certification Institute (Director Cho Ki-won, HACCP Certification Institute) announced on August 18 (Tuesday) that it will set up and operate an agency-level "small administrative regular reporting center" to promote public benefits and improve rights and interests by encouraging executives and employees to actively pursue active administration through the passive administrative revolution.

 소극행정이란 공직자가 해야 할 일을 하지 않거나 일을 하지 않아 국민생활과 기업활동에 불편을 주거나 권익을 침해하고 예산상 손실을 발생하게 하는 업무행태를 의미한다.

A passive administration refers to a work behavior that causes inconvenience to people's lives and business activities, violates their rights and interests, and causes budget losses because public officials do not do what they have to do or do not work.

  정부는 지난 4월에‘2020년 적극행정 추진방안’을 발표, 코로나19 바이러스 감염증에 따른 위기 극복 등을 위한 과감하고 적극적인 행정 추진을 위해 적극행정 확산 문화 마련에 힘쓰고 있다.

In April, the government announced a plan to promote active administration in 2020 and is working hard to prepare a culture of active administration in order to promote bold and active administration to overcome the crisis caused by corona 19 virus infection.

 HACCP인증원 또한 적극행정 문화를 확산 장려하고자 기관 홈페이지 ‘기관소개‐윤리경영’메뉴에 “소극행정 신고센터”링크를 개설했다.

The HACCP Certification Board also opened a link to the Small Administrative Reporting Center on the agency's website, 'Introduction of Institutions ‐ Ethics Management' menu, in order to encourage the spread of active administrative culture.

   민원인 중에 HACCP인증원 임직원의 적당편의, 복지부동, 탁상행정, 관중심 행정 등의 소극행정으로 피해사례 발생 시‘소극행정 신고센터 바로가기’를 통해 언제든 신고하면 된다.

 Among civil petitions, if a case of damage occurs due to the passive administration of HACCP certification staff, welfare non-stop, desk administration, or audience-centered administration, the report can be made at any time through "Going directly to the Small Administrative Reporting Center".

   신고센터를 통해 소극행정 신고가 접수되면 HACCP인증원 감사부서에서 직접 조사에 나서 사안에 따라 7~14일 내에 신고 내역을 처리하게 된다. 진행상황도 선택한 통지방식에 따라 받아 볼 수 있다.

When a passive administration report is received through the reporting center, the HACCP certification authority's audit department will directly investigate the report and process the report within 7 to 14 days depending on the case. Progress can also be received according to the notification method selected.

 조기원 원장은 “소극행정 신고센터를 상시 운영을 통해 사례발생 시 즉각적인 조치로 민원인의 권익을 향상시켜 나가겠다”며 “민원인이 체감하는 적극행정이 확산될 수 있도록 기관 차원의 다각적인 노력을 추진하겠다”고 밝혔다.

"We will improve the rights and interests of civil petitioners as an immediate measure in the event of a case through the regular operation of the Small Administrative Reporting Center," said Cho Ki-won, head of the institute. "We will push for diverse efforts at the agency level to spread the active administration felt by the civil petitioners."
