제13차 집행이사회, 필리핀서 16개국 대표단 참석해 글로벌 협력 방안 논의

[한국유통신문= 김도형 기자] 세계 최대 선거관리기관 협의체인 세계선거기관협의회(A-WEB)가 전 세계 선거 신뢰 위기 대응을 위해 한목소리를 냈다. A-WEB은 지난 4월 24일부터 27일까지 필리핀 마닐라에서 열린 제13차 집행이사회를 통해, 가짜뉴스, 선거 갈등, 투표 불신 등 민주주의를 위협하는 글로벌 도전에 대응하기 위한 국제공조 방안을 집중 논의했다.

이번 회의에는 필리핀, 인도, 멕시코, 남아공, 팔레스타인 등 16개국 선거관리기관 대표단이 참여했으며, ▲A-WEB 헌장 개정 ▲2025년 사업계획 수립 ▲선거 참관 표준안 마련 등의 주요 의제가 다뤄졌다.

특히 필리핀 선거위원회 조지 가르시아 위원장은 개회 환영사에서 “허위정보의 확산은 선거관리기관의 신뢰를 갉아먹고 있다”며 “이럴 때일수록 A-WEB과 같은 국제 플랫폼의 역할이 그 어느 때보다 중요하다”고 강조했다.

선거의 신뢰성을 되살리기 위한 각국의 혁신적 제안도 쏟아졌다.

남아프리카공화국은 ‘선거 유산(Legacy)’ 구축을 위한 ▲정책 대화 ▲시민 교육 ▲연구 출판 등을 포함한 5대 과제를 제안했다.

과테말라는 허위정보 차단 기술과 위기 조기경보시스템을 기반으로 한 선거 갈등 예방 국제협력 모델을 발표하며 현실적 대안을 제시했다.

콜롬비아는 A-WEB 선거 참관절차의 표준화 방안을 내놓고, 선거 관찰의 전문성과 국제 기준 강화를 위한 제도 개선안을 공유했다.

회의에서는 헌장 개정을 위한 소위원회 구성이 결정됐고, 차기 집행이사회 개최지로는 유럽의 아르메니아가 선정됐다.

올해로 창립 12주년을 맞은 A-WEB은 현재 111개국 121개 선거기관이 참여하는 글로벌 선거 네트워크로 자리매김하고 있다.

A-WEB 사무처 관계자는 “최근 A-WEB에 대한 오보가 정정된 사례에서도 보듯, 이제는 기구에 대한 신뢰를 회복하며 실질적 역할을 수행할 시기”라며, “앞으로도 A-WEB은 전 세계 선거관리기관들과 함께 선거의 투명성과 신뢰성을 높이는 데 기여할 것”이라고 밝혔다.

[Korea Distribution Newspaper = Reporter Kim Do-hyung] The World Council of Electoral Institutions (A-WEB), the world's largest consultative body of election management, has spoken out in unison to respond to the global election trust crisis. At the 13th Executive Board meeting held in Manila, the Philippines from April 24 to 27, A-WEB focused on international cooperation measures to cope with global challenges that threaten democracy, such as fake news, election conflicts, and distrust of voting.

Delegates from 16 election management organizations, including the Philippines, India, Mexico, South Africa, and Palestine, participated in the meeting, and major agendas such as ▲A-WEB Charter amendment ▲ 2025 business plan establishment ▲ election observation standard plan were discussed.

In particular, George Garcia, chairman of the Philippine Election Commission, said in his opening welcome speech, "The spread of false information is eating away the trust of election management agencies. At times like this, the role of international platforms such as A-WEB is more important than ever."

Innovative proposals from each country were also poured in to revive the credibility of the election.

South Africa proposed five tasks, including ▲ policy dialogue ▲ civic education ▲ research publication, to build an 'election legacy'.

Guatemala presented a realistic alternative by announcing an international cooperation model for preventing election conflicts based on false information blocking technology and an early warning system.

Colombia has come up with a plan to standardize the A-WEB election observation process and shared plans to improve the system to strengthen election observation expertise and international standards.

At the meeting, a subcommittee was decided to revise the charter, and Armenia of Europe was selected as the venue for the next executive board meeting.

A-WEB, which marks its 12th anniversary this year, is currently establishing itself as a global election network involving 121 election agencies from 111 countries.

"As seen in the recent correction of misinformation about A-WEB, it is time to restore trust in the organization and play a practical role," an A-WEB official said. "In the future, A-WEB will contribute to increasing the transparency and reliability of elections along with election management agencies around the world."
