(전국= KTN) 김도형 기자= 경상북도는 28일 문경시 쌍용양회(주) 문경공장에서 강성조 행정부지사, 고윤환 문경시장, 고우현 경상북도의회 의장, 김병숙 한국서부발전(주) 사장, 남정호 영남에너지서비스 대표이사, 이청룡 한국광해관리공단 이사장, 지역도의원 및 시의원 등이 참석한 가운데 ‘도시재생
뉴딜사업 신에너지 구축을 위한 업무협약(MOU)을 체결했다.

문경 쌍용양회 문경공장은 한국전쟁 후 1957년부터 우리나라 경제개발에 따른 시멘트 수요증가에 따라 UNKRA* 지원으로 건립된 내륙형 시멘트공장으로 국내 시멘트 수요의 절반을 담당할 정도로 주목을 받았으나 시설 노후화와 생산성저하, 수요 감소 등으로 2018년 6월 폐업하게 되었으며, 이로 인해 주변지역까지 점차 쇠퇴 하고 있는 실정이다.

Reporter Kim Do-hyung of the KTN: North Gyeongsang Province is a city of regeneration at its Mungyeong factory in the city of Mungyeong on the 28th, attended by Governor Kang Sung-jo, Mayor Ko Yoon-hwan, Chairman Ko Woo-hyun of the North Gyeongsang Provincial Council, President Kim Byung-sook of Korea Western Power Co., CEO Nam Jeong-ho of Youngnam Energy Service, Lee Chung-ryong, provincial councilors and city council members.
It signed a memorandum of understanding (MOU) to build new energy for its New Deal business.


The Mungyeong factory of Ssangyong Cement Association was an inland cement factory built with UNKRA* support from 1957 after the Korean War, but it was closed in June 2018 due to aging facilities, falling productivity, and falling demand. As a result, the surrounding areas are gradually declining.

이러한 어려움 속에서 도시재생 뉴딜사업의 일환으로 지역 에너지 자립율 제고와 도시가스 미공급지역의 공급망 구축을 위한 신에너지(연료전지) 사업을 추진하기 위해 이번 업무협약을 체결하게 됐다.

업무협약을 통해 경상북도와 문경시는 연료전지 사업추진에 필요한 행정사항 협력과 지원을 담당하고, 한국서부발전은 사업개발․타당성검
토․연료전지 설치 및 사업운영을 담당하며, 한국광해관리공단은 도시재생 뉴딜사업 연계․조정 및 컨설팅을, 영남에너지서비스는 연료공급
및 도시가스 공급망 확충의 역할을 각각 담당한다.

경북도와 문경시는 연료전지 사업 추진과 함께 UNKRA 산업유산인 쌍용양회(주) 문경공장의 장소특수성을 활용해 문경컬쳐팩토리, 청년
예술가 스튜디오, 익스티림 스포츠 테마파크 등 차별화된 산업거점을 육성하는 도시재생 뉴딜사업을 적극 추진할 계획이다.

Amid such difficulties, the agreement was signed to promote new energy (fuel cell) projects to enhance regional energy self-reliance and establish a supply chain in urban gas-free areas as part of the urban renewal New Deal project.


Through the business agreement, Gyeongsangbuk-do and Mungyeong-si will be in charge of administrative cooperation and support necessary for the fuel cell project, while Korea Western Power Co. will be in charge of business development and feasibility test.
It is responsible for the installation and business operation of the earth and fuel cell, and the Korea Resources Corporation is responsible for linking, coordinating and consulting the urban renewal New Deal project, and Yeongnam Energy Services is responsible for supplying fuel.
and plays a role in expanding the urban gas supply chain, respectively.


North Gyeongsang Province and the city of Mungyeong utilize the location characteristics of the Mungyeong Plant, a UNKRA industrial heritage site, along with the promotion of the fuel cell project, Mungyeong Culture Factory, Youth.
The company plans to actively pursue urban renewal New Deal projects that foster differentiated industrial hubs such as artist studios and extreme sports theme parks.

문경시 도시재생 뉴딜사업은 문경시 신기동일원에 50만㎡규모로 총사업비 2697억원을 투입해 쇠퇴해가는 도시에 활력을 불어넣어 도시를 재창조 하는 사업으로, 올해 하반기 국토교통부 도시재생 뉴딜사업 중앙공모에 신청해 내년부터 본격적으로 추진 될 예정이다.

Mungyeong City's Urban Renewal New Deal project invested a total project cost of 269.7 billion won in Shini-dong, Mungyeong City, to revitalize the declining city. As a project to reinvent itself, it will apply for a central public offering for the Urban Renewal New Deal project by the Ministry of Land, Infrastructure and Transport in the second half of this year and start in earnest from next year.

한편, 경북 도내 332개 읍면동 중 259개소(78.0%)가 쇠퇴지역으로, 115개소는 긴급재생이 필요한 실정이며, 인구소멸 고위험 지역 전국 16개 시․군 중 7개 시․군이 경북에 있을 정도로 쇠퇴지역의 정주여건 개선을 위한 도시재생 뉴딜사업이 시급한 것으로 평가되고 있다.

경북도는 지금까지 17개 시․군 28곳에 6천억 규모의 도시재생사업을 공모사업으로 선정 추진하고 있으며, 내년까지 1시군/1개소 이상 확대
추진해 도시재생사업 1조원을 목표로 추진 할 계획이다.

강성조 경북도 행정부지사는“도내 23개 전 시․군에 도시재생사업을 확대해 쇠퇴해가는 도심에 희망을 불어넣고 생산적 기반을 조성할 계획
이며, 이를 통해 지역경제를 활성화하고 도민들의 정주여건을 개선하는 등 활력 경북을 만들어 가겠다”고 밝혔다.

Meanwhile, 259 out of 332 townships (78.0%) in North Gyeongsang Province are in decline, 115 are in need of emergency regeneration, and seven out of 16 cities and counties nationwide in high-risk areas of population extinction are considered urgent for urban renewal New Deal projects to improve settlement conditions in declining areas.


North Gyeongsang Province has selected 600 billion won worth of urban regeneration projects in 28 cities and counties as a public offering project so far, and will expand more than one city/county by next year.
It is planning to push ahead with a goal of 1 trillion won in urban regeneration projects.


Kang Sung-jo, governor of North Gyeongsang Province, plans to expand urban regeneration projects to 23 cities and counties in the province to infuse hope and create a productive base in the declining city center.
In addition, through this, we will create a vibrant North Gyeongsang Province by revitalizing the local economy and improving the residential conditions of the residents.
