'경상북도 고령친화산업 육성 및 지원 조례안' 발의 

Proposed 'Ordinance Proposal for the Promotion and Support of Aging-Friendly Industry in North Gyeongsang Province'

 (전국= KTN) 김도형 기자= 경상북도의회 나기보 의원(김천, 미래통합당)은 고령친화산업을 육성·지원하고, 그 발전 기반을 조성함으로써 고령자의 삶의 질 향상과 지역 경제 활성화에 기여하고자 「경상북도 고령친화산업 육성 및 지원 조례안」을 발의했다.

Na Ki-bo (Kimcheon, Future Integration Party) of the Gyeongsangbuk-do Council proposed an ordinance to foster and support elderly-friendly industries and contribute to improving the quality of life for the elderly and revitalizing the local economy by creating a foundation for their development.

이번 조례안은 급속한 인구노령화의 진행으로 경상북도가 ’19년 3월 이미 ‘고령사회’를 넘어 ‘초고령사회’로 진입했고, ’20년 7월 기준, 고령인구비율이 30%를 넘긴 지역이 의성(41%)을 비롯해 11개 시군으로 다른 어느 지역보다 빠르게 진행되고 있는 고령화에 대비하기 위한 것이다.

The ordinance is aimed at preparing for the aging population, which has already surpassed the "aged society" in March 19 and has exceeded 30 percent as of July 2020, including Uiseong (41 percent) in 11 cities and counties, faster than any other region.

조례안의 주요 내용을 구체적으로 보면,

첫째, 고령친화산업의 체계적 육성과 지원을 위한 종합계획의 수립 및 시행에 관한 사항을 규정하고,

둘째, 고령친화산업의 육성을 위한 사업 추진 사항으로, 고령친화제품의 산업화 지원을 위한 기반 구축, 기술 개발, 고령친화산업의 실태조사 및 연구 사업 등의 내용을 포함했다. 

셋째, 고령친화제품의 소비자 권익보호를 위한 시책을 마련하고,

넷째, 고령친화산업 관련 전문 인력 양성, 기술 개발과 서비스 개선을 위한 연구개발을 장려하도록 했다.

If you look specifically at the main contents of the ordinance,


First, matters concerning the establishment and implementation of a comprehensive plan to systematically foster and support senior-friendly industries;


Second, it included the establishment of a foundation for supporting the industrialization of aged-friendly products, the development of technology, and the survey and research projects of aged-friendly industries as part of the project to foster aged-friendly industries.


Third, we prepared policies to protect the rights and interests of elderly-friendly products.


Fourth, the government was to encourage R&D to train professional manpower related to senior-friendly industries, develop technologies and improve services.

마지막으로 고령친화산업의 활성화를 위해 관련단체에 재정 지원 및 협력체계를 구축하고, 전문성을 갖춘 단체 등에게 사업을 위탁할 수 있도록 하고 있다.

Finally, in order to revitalize the aged-friendly industry, the government is empowered to establish a financial support and cooperation system for related organizations and entrust projects to organizations with expertise.

나기보 의원은 “노인 인구의 증가는 혈압계·혈당측정기, 보행보조기, 전동휠체어, 온열치료기, 전동침대 등의 고령친화제품과 함께 노인요양 서비스, 노인 자산관리·영농지원·건강지원 서비스 등 고령친화 서비스에 대한 수요를 크게 증대 시킬 것으로 전망된다”고 하면서, “고령친화산업을 육성·지원하기 위한 이번 조례는 경상북도가 인구고령화에 능동적으로 대응하고, 지역산업 발전 및 고령자의 행복한 삶과 복지 향상에도 도움이 될 것이라 기대한다“고 밝혔다.

Rep. Nagibo said, "The increase in the elderly population is expected to greatly increase the demand for elderly-friendly services such as blood pressure meters, blood glucose meters, walking aids, electric wheelchairs, heat treatment devices, and electric beds, along with elderly-friendly services such as elderly care services, asset management, farming support, and health support services for senior citizens," adding, "This ordinance to foster and support the aging-friendly industries actively respond to the population and local development.

이번 조례안은 8월 28일(금) 경상북도의회 행정보건복지위원회 심사를 거쳐 9월 8일(화) 제318회 경상북도의회 임시회 제2차 본회의에서 최종 의결될 예정이다.

The ordinance will be reviewed by the North Gyeongsang Provincial Council's Administrative Health and Welfare Committee on August 28 (Friday) and finally approved at the second plenary session of the 318th extraordinary session of the North Gyeongsang Provincial Council on September 8 (Tuesday).

고령친화산업 규모는 2020년 현재 72조원이며, 2030년에는 168조원 정도로 증대될 것으로 전망되고 있다.

The number of senior-friendly industries is expected to increase to around KRW 72 trillion as of 2020 and to around KRW 168 trillion by 2030.
