철도연구원, 김치연구소 채용 실적 0% 충격

(전국= KTN) 김도형 기자= 지난 8월 19일에 개최되었던‘젠더서밋 글로벌’행사에서 과학기술정보통신부 최기영 장관은 “미래를 위해 여성 과학기술인의 역할이 매우 중요하다, 인류의 지속 가능한 발전에 젠더 혁신이 기여할 것”이라고 밝혔지만, 정작 과기부 산하 출연(연)의 여성과학기술인 채용 실적은 매우 부진한 것으로 드러났다.

  국회 과학기술정보방송통신위원회 김영식 의원(미래통합당, 경북 구미시을)이 과방위 전문위원실로부터 제출받은 결산 검토보고서를 분석한 결과, 지난해 과학기술정보통신부 산하 출연(연) 25개 기관 중 9개 기관만이 여성과학기술인 채용 목표를 달성한 반면, 16개 기관 국과학기술연구원, 한국생명공학연구원, 한국과학기술정보연구원, 한국생산기술연구원, 한국전자통신연구원, 한국건설기술연구원, 한국철도기술연구원, 세계김치연구소, 한국지질자원연구원, 재료연구소, 한국항공우주연구원, 한국에너지기술연구원, 한국전기연구원, 한국화학연구원, 안전성평가연구소은 목표를 달성하지 못했고, 이 중 철도연구원과 세계김치연구소는 아예 채용실적이 전무한 것으로 나타났다.

  여성과학기술인 채용목표제는 정부 출연연, 국공립대 연구소, 공사 부설연구소 등 과학기술 분야의 연구기관을 대상으로 매년 신규채용 하는 인력 중 여성과학기술인을 일정 비율 이상 채용하도록 하는 제도로 단계별 목표비율에 따라 기관별 채용비율을 설정하고 있다.

The employment target system for female scientists and engineers is a system that requires research institutes in science and technology fields such as government-funded research institutes, state-run university research institutes, and construction research institutes to hire more than a certain percentage of female scientists every year.
  
  출연연은 여성과학기술인 채용목표제를 2001년 제도 도입 시부터 시행하고 있으나, 매년 목표 비율 대비 채용실적을 달성하지 못하고 있다. 특히, 출연(연)은 우리나라 과학기술분야를 집행 ·총괄하는 주무부처인 과학기술정보통신부 산하의 국가 연구를 주도하는 기관으로서 여성과학기술인에 대한 채용 목표 미달성은 시사하는 바가 크다.

Although the recruitment target system for female scientists and engineers has been in effect since the introduction of the system in 2001, it has failed to achieve the target ratio every year. 출연(연) 통합 통계, 여성과학기술인력 활용 실태조사 보고서(과기정통부 및 한국여성과학기술인지원센터)와 무기계약직 포함 여부 및 일부 직종 분류로 인해 다소 차이가 있을 수 있음.

 한편, 과학기술정보통신부는 여성과학기술인 채용 활성화를 위하여 채용설명회 개최와 이공계 여성 취업사이트(두드림)등을 운영하고 있으며, 출연(연)별로 여성과학기술인 신규채용 현황 등을 연 2회 조사·공유하고, 출연(연) 여성과학기술인담당관협의회 구성·운영을 통한 여성과학기술인 채용에 대한 의견수렴을 실시하고 있지만, 이러한 방안들이 실제로 채용에 직접적인 영향을 미치지 못한다는 한계가 있다.

  김영식 의원은“지난해 출연(연) 25개 기관의 여성과학기술인 채용 목표달성률이 평균 66%에 불과한 것은 심각한 문제다. 국가 과학기술의 산실이자 주무부처인 과기부 산하 출연(연)에서 조차 여성채용을 기피한다는 부정적인 시그널을 국민들에게 주고 있는 것이며, 그동안 최기영 장관을 비롯한 문재인 정부는 여성과학기술인 양성과 지원을 약속했지만, 실상은 그렇지 못하다 ”며 강하게 질타했다.

  김의원은“출연(연)에 왜 여성과학기술인들이 고용, 지원하지 않는지 고용주와 지원자의 입장양쪽에서 근본적인 원인을 파악하고, 이에 따른 개선방안을 마련해야 한다. 더불어, 여성과학기술인의 고용안정을 독려하기 위한 인센티브 제공, 일·가정 양립이 가능한 근무환경 조성 등의 적극적인 노력도 필요하다.”고 지적했다.

Rep. Kim said, "We need to find out the fundamental causes of both employers and applicants' positions on why female scientists and engineers are not hiring and supporting them, and come up with measures to improve them accordingly. In addition, active efforts are also needed to provide incentives to encourage female scientists and engineers to stabilize employment and create a work environment that is compatible with work and family."
