경찰 청렴문화 확산 및 의무위반사고 근절 노력

Efforts to spread the culture of police integrity and root out violations of duty

필자는 누군가에게 아직까지 청년경찰이라 불릴 수 있는 나이다. 하지만, 모든 사람이 그러하듯 나이가 들수록 나 역시 청년경찰과는 거리가 멀어질 것이다.

나이와 세대로 구분짓는 청년경찰은 한 때의 특성에 불과하지만 세대를 아우르며 모든 경찰관에게 공통적으로 중요한 특성을 꼽자면, 단연코 ‘청렴(淸廉)’이라 하겠다.

‘청렴’의 덕목은 공직자에게 마땅히 요구되는 바이며, 특히 국민의 생명과 재산 보호를 임무로 하는 경찰에게 국민의 청렴 기대감이 더욱더 높은 것이 사실이다.

경찰관은 음주운전을 하지 않을 것, 범죄와 비리를 저지르지 않을 것, 양심을 저버리는 행동을 하지 않을 것 등 흔히 말하는 나쁜 행동들을 경찰관은 당연히 하지 않을 것을 강하게 기대한다.

이처럼 경찰에 대한 국민의 청렴 기대수준을 체감하고 있기에, 경찰관의 청렴문화 확산과 의무위반사고 예방을 위해 평상시 철저한 노력을 기울이고 있다.

상주경찰서 역시 시민에게 모범이 되고 청렴한 상주경찰상 확립을 위해 자체 청렴동아리(삼백청우회)를 주축으로 출퇴근길 음주(숙취)운전 예방 및 청렴홍보 캠페인을 실시하고 있으며,

청렴한 자세를 고취하고자 관련 홍보물품(청렴 거울, 청렴 출입증, 청렴 마스크걸이 등)을 제작·배부하여 전직원 대상으로 청렴문화 확산을 위한 활동을 노력하고 있다.

이러한 경찰의 청렴문화 조성 노력이 퇴색되지 않으려면 무엇보다도 국민에게 실망을 안겨주는 경찰관의 의무위반사고(음주, 성비위, 갑질 등)가 발생되지 않는 것이 중요하다.

‘나 하나쯤이야’ 하는 안일한 생각은 경찰의 자정 노력을 무의미하게 만들며, 결국 경찰 전체의 이미지 실추로 연결된다는 점을 항상 유념해야 할 것이다.

‘청렴’의 실천은 공직자로서의 희생이 아니라 공직자로서의 책임임을 깊이 통감해야 한다. 일반 시민에 대한 공정한 법 집행과 공권력의 권위는 우리 경찰 스스로 먼저 지켜나가야 하며, 바로 그 출발점은 ‘청렴경찰’ 실천에서부터 시작될 것이다.

Youth police, which are divided into ages and generations, are only characteristics of the time, but if you consider the characteristics that are common to all police officers across generations, it is definitely called "cleanliness."

The virtue of "cleanliness" is rightly demanded by public officials, and it is true that the public's expectations for integrity are higher, especially for police, whose mission is to protect the lives and property of the people.

Police officers strongly expect police officers not to do the common bad things, such as not driving under the influence of alcohol, not committing crimes and irregularities, and not committing acts that betray their conscience.

As we feel the level of people's expectations for the police's integrity, we are making thorough efforts to spread the culture of police officers' integrity and prevent accidents that violate their duties.

In order to set an example for citizens and establish a clean police image, the Sangju Police Station is also conducting a campaign to prevent drunk driving and promote integrity on the way to and from work, led by its own clean club (Sambaek Cheongwoohoe).

In order to promote a clean posture, the company is working on activities to spread the culture of integrity to all employees by producing and distributing related promotional items (such as clean mirrors, clean passes, clean masks, etc.).

In order to prevent the police's efforts to create a culture of integrity from fading, it is important that police officers' violation of duty (drinking, sexual misconduct, abusing power, etc.) that disappoints the public do not occur.

It should always be remembered that the complacent idea of "I'm the only one" makes the police's self-purification efforts meaningless, and eventually leads to the loss of the entire police image.

The practice of "cleaning" should deeply feel that it is not a sacrifice as a public official but a responsibility as a public official. The fair enforcement of the law against ordinary citizens and the authority of public power should be kept by our police themselves first, and the very starting point will begin with the practice of "clean police."
