In addition, it is essential to secure a public consensus by presenting a legitimate argument for administrative integration.

Over the past time, opinions have been steadily raised that administrative system reform is necessary.

It is still vague about the purpose of the reorganization and what the effects will be achieved.

There is a lack of persuasion as to why the reorganization is urgently needed at this point.

On December 23, 2019, the governor of Gyeongsangbuk-do insisted at the Asia Forum 21 that integration is essential for Daegu and Gyeongsangbuk-do to lead the Republic of Korea as in the past, even if they put down the governor.

If administrative integration speeds up, the election of the head of an integrated local government will proceed in 2022 after collecting residents' opinions through research services related to integration.

The governor of Gyeongsangbuk-do asked candidates for the 4.15 general election to adopt a pledge to promote Daegu-Gyeongbuk Special Self-Governing Province, and on October 6, 2020, the mayor of Daegu Metropolitan City argues that the special self-governing province should return to the 1981 promotion.

Meanwhile, criticism was raised on the issue of administrative integration during the parliamentary audit of the Gyeongbuk Provincial Government.

Some pointed out that administrative integration could violate decentralization, and others pointed out that it is difficult to solve the problem of local extinction and that money and population could flock to Daegu.

There are also concerns that the function of the Gyeongbuk Provincial Office, which moved to Yecheon, Andong, will be useless.

There was a debate at Andong City Hall to prevent administrative integration, and the Yecheon-gun Council also insisted on adopting a resolution against administrative integration.

The governor's position on administrative integration is based on the promise that the establishment of a wide-area transportation network in the province will be the center of integration and that all administrative agencies should move to Andong.

Even in Daegu, there are voices of criticism that are concerned about the hasty promotion of administrative integration, so there must be sincere deliberation from the residents.

Most importantly, administrative integration is inevitable that must be experimentally attempted to go to the administrative system after unification, requiring consciousness and advanced learning of the people.
