친일청산은 3·1혁명과 독립정신을 계승하는 길이다
김원웅 광복회장의 제75주년 광복절 기념사를 지지하며

다음은 [성명] 전문이다.

김원웅 광복회장의 광복절 기념사에 대해서 수구 언론을 비롯해 일부 정치세력의 폄훼와 공격이 잇따르고 있다. 이들 세력의 어깃장을 보면서 3·1운동 당시 앞 다투어 만세시위를 공격하고 참가자들을 회유, 협박하던 무리들이 떠오른다. 이들은 친일지주와 유지들을 모아 ‘자제단’(自制團)을 조직하여 3·1운동을 방해했다. 독립불가론을 주장하며 군중들에게 ‘가만히 있으라’고 외친 사람들이 있었는데 대표적인 인물이 이완용, 윤치호, 박중양이다.

이완용은 조선총독부와 3·1운동 진압방안을 논의하면서, 해산 권유 · 일본군 증파 · 시위자들에 대한 ‘공격 및 살해’ 등을 건의했고 “사리를 분별치 못하고 나라의 정세를 알지 못하는 자의 경거망동으로서 일선동화(日鮮同化)의 결실을 손상하게 하는 근원이다.”라고 말했다.

윤치호는 “약자가 취할 최선의 방책은 강자의 호감을 사는 것이다.”라면서 독립 열기에 찬물을 끼얹었다. 박중양은 3·1운동에 대해 “국민이 독립생활의 능력이 없으면 국가가 부강할 도리가 없다. 독립만세를 천 번, 만 번 외친다고 해도 만세만 가지고 되는 것이 아니다.”라고 폄하했다.

3·1혁명의 성과로 만들어진 대한민국임시정부는 기관지인 〈독립신문〉 1920년 2월 5일자 1면에 ‘칠가살(七可殺)’을 발표했다. 칠가살은 반드시 죽여야 할 일곱 가지 적의 유형으로 곧 적의 괴수를 비롯한 친일반민족행위자에 대한 처단을 명시했다. 또한 임시정부는 1941년 〈건국강령〉에서도 ‘적에 부화한 자와 독립운동을 방해한 자는 선거와 피선거권이 없음’을 명기해 부역자들이 척결의 대상임을 분명히 했다. 이런 정신을 이어받아 해방 후 제헌헌법 101조에서 악질적인 반민족행위를 처벌할 수 있는 특별법 제정의 근거가 마련되었고, 그 결과 법률 제3호로 반민족행위처벌특별법이 제정되어 반민족행위특별조사위원회(반민특위)가 출범했다. 한마디로 친일청산은 3 ·1혁명으로 설립된 대한민국임시정부를 비롯한 독립운동가들의 일관된 주장이요 선명한 강령이었던 것이다.

문화체육관광부는 2019년 2월 26일 한국갤럽에 의뢰해 ‘3·1운동 및 대한민국임시정부 수립 100주년 국민인식 여론조사’ 결과를 발표했다. 조사결과 응답자의 80.1%가 친일청산이 되지 않았다고 답변했다. 친일청산되지 않았다고 생각하는 이유로는 “정치인/고위공무원/재벌 등에 친일파 후손들이 많아서”가 48.3%로 가장 많이 응답했다. 3·1운동 정신의 계승 방법을 묻는 질문에도 ‘친일잔재 청산’이 29.8%로 가장 높았다. 3·1운동 정신의 핵심을 묻는 질문에는 ‘자주독립’ 42.9%를 가장 많이 뽑았다. 이런 국민여론에 부응하듯 문재인 대통령은 3·1운동 100주년 기념사에서 아래와 같이 화답하였다.

‘친일잔재 청산’은, 친일은 반성해야 할 일이고, 독립운동은 예우받아야 할 일이라는 가장 단순한 가치를 바로 세우는 일입니다. 이 단순한 진실이 정의이고, 정의가 바로 서는 것이 공정한 나라의 시작입니다.

따라서 이번 김원웅 광복회장의 광복절 기념사는 주요 언론을 통해 생중계로 알려진 것을 제외하면 너무도 당연한 말을 한 것 뿐이다.

수구 언론을 비롯한 일부 정치세력은 더 이상 100년 전 이완용, 윤치호, 박중양의 환생을 부추기지 말아야 한다.

Pro-Japanese liquidation is the way to inherit the March 1st Revolution and the spirit of independence.

Criticism and attacks by some political forces, including the water polo media, have followed Kim Won-woong's Liberation Day speech. Looking at these forces' fishing grounds, it reminds me of a group of people who attacked the Manse Demonstration during the March 1 Independence Movement and tried to appease and threaten the participants. They gathered their relatives and relatives to organize a self-discipline group to disrupt the March 1 Independence Movement. There were people who insisted on the theory of non-independence and shouted to the crowd, "Stay still," and the typical figures were Lee Wan-yong, Yoon Chi-ho and Park Joong-yang.

Lee Wan-yong discussed ways to suppress the March 1st Independence Movement with the Japanese Government-General of Korea, proposing the disbandment of the Japanese military, the expansion of the Japanese military, and the 'attack and murder' of protesters, and said, "As a wake-up call for those who do not discern reason and know the situation of the country, it is the root of damaging the fruits of the first-line fairy tale."

Yoon Chi-ho poured cold water on the independence fever, saying, "The best policy for the weak is to win the favor of the strong." On the March 1 Independence Movement, Park Joong-yang said, "If the people do not have the ability to live independently, there is no way for the nation to be strong. "Even if you shout 'Long Live Independence' a thousand times or ten thousand times, you don't just have to have 'Long Live.'"

The Provisional Government of the Republic of Korea, which was created as a result of the March 1 Revolution, published the "Chilgassal" on the front page of the Independence Newspaper, which was published on February 5, 1920. Chilgassal is the seven types of enemies that must be killed, and soon specified the measures against the enemy's monsters and other pro-nationalists. In addition, the provisional government made it clear in the 1941 "Framework of the Founding Fathers" that those who hatched their enemies and interfered with the independence movement had no right to vote or to run for election. Following this spirit, Article 101 of the Constitution provided the basis for enacting a special law that could punish vicious anti-national activities after liberation, and as a result, the Special Act on Punishing Anti-National Activities was enacted as No. 3 of the Act, and the Special Investigation Committee on Anti-National Activities was launched. In a word, the liquidation of pro-Japanese collaborators, including the Provisional Government of the Republic of Korea, which was established by the March 1 Revolution, was consistent. It was a clear platform.

The Ministry of Culture, Sports and Tourism commissioned Gallup Korea on February 26, 2019 to announce the results of the "National Opinion Survey on the 100th Anniversary of the March 1st Movement and the Establishment of the Provisional Government of the Republic of Korea." According to the survey, 80.1 percent of the respondents said they were not cleared of pro-Japanese activities. Among the reasons why they think that the pro-Japanese liquidation was not made were 48.3% of respondents who said, "There are many descendants of pro-Japanese group in politicians/high-ranking government officials/chaebols." When asked how to inherit the spirit of the March 1st Movement, 29.8 percent of the respondents said they would liquidate the remnants of pro-Japanese collaborators. When asked about the core of the March 1st Movement spirit, 42.9 percent of the respondents chose "independence." Some political forces, including the water polo media, should no longer encourage the reincarnation of Lee Wan-yong, Yoon Chi-ho and Park Joong-yang 100 years ago.
