[인터뷰] 구미스마트산업단 이승희 사업단장 "근로자가 행복한 산업단지로 대변신 시도"

 

(전국= KTN) 김도형 기자= 한국산업단지공단 구미스마트산언단 이승희 사업단장은 국립금오공과대학교 산학협력단장과 창업진흥센터장을 지냈으며 경북산학융합본부 사업추진단장과 구미시 정책연구위원회 8대 위원장을 역임했다. 현재 대통령직속 균형발전위원회 지역혁신가로 활동하며 국민 소통 위원, 한국생산성본부(KPC) 혁신위원장.4차산업혁명전문위원, 한국디지털정책학회 수석부회장, 대한산업경영학회 수석부회장, 한국개발연구원(KDI) 자문위원(경제전문가), 경상북도경제진흥원 이사, 경북창조경제혁신센터 이사, 구미시 정책자문관.4차산업혁명위원, 구미상공회의소 경제정책자문 등 중책을 맡아 경북과 구미경제 발전을 위해 최선의 노력을 다하고 있다.

 

이승희 사업단장은 학자이자 산업전문가로 활동해 온 경험을 구미스마트산단 사업으로 침체의 늪에 빠진 구미공단 되살리겠다는 강한 의지를 갖고 있다. 

 

누구보다 구미산단에 대한 이해도 높은 이승희 사업단장은 구미산업단지가 대한민국 산업을 견인해 왔던 산업수도, 수출도시, 제조업의 성지라고 말한다.

 

대한민국 수출의 11%, 흑자의 54%까지 담당했던 국내 최대의 전자산업단지었다. 그러나 근래 들어 주력 대기업의 국내외 유출과 장기적인 저성장 지속, 노후화, 신산업으로의 재편 부족 등으로 현재는 매우 어려운 상황에 처해 있다.

이러한 시기 총 사업비 1조 원이 넘는 대형 프로젝트를 수행하는 구미국가산업단지의 스마트산단 사업단장이 된 것은 개인적으로 큰 영광이기도 하지만 어려운 구미산업단지를 스마트산단으로 대개조하고 대변신하도록 하는 역사를 성공시켜야 할 큰 책무를 맡게 돼 어깨가 무겁다.

 

구미스마트산단 사업단장에는 어떻게 지원하게 됐나?

 

지원 동기로는 세 가지가 있다. 첫째, 스마트산단과 관련된 전반적인 사업에 대한 이해와 지식 및 경험을 두로 갖추고 있다고 생각해서다. 그동안 구미산단에 대한 청사진을 제시하고 발전계획을 수립하는 등 많은 과제를 수행해 오면서 구미산단이 처해 있는 상황에 대해 누구보다도 잘 알고 있었다.
둘째, 지역에 대한 높은 이해와 뛰어난 협업 역량이 장점이다. 그동안 구미에 살면서 늘 지역과 함께해 왔다. 지역 산학연관의 많은 기관과 함께 일하며, 인적 네트워크를 구축하며 긴밀하게 소통해 왔다. 그래서 스마트산단 사업단장 업무를 맡게 되면 누구보다도 지역을 잘 알고 있어, 관계기관과의 소통과 협업을 잘할 수 있다고 생각했다.

셋째, 지역발전에 대한 애정과 열정 때문이다. 구미는 제2의 고향과 같은 곳이다. 구미는 좋은 직장과 발전 기회를 주고 아이들을 키워 준 곳이다. 그런 구미산단이 지금 아주 좋지 않은 상황에 처해 있다. 위기의 구미산단을 되살리기 위해 남은 인생을 구미산단의 재탄생을 위해 헌신하고 싶다는 생각이 강했다.

스마트산단은 정보통신기술을 활용해 개별 기업의 스마트화를 넘어 산업단지 내 기업간의 데이터를 연결하고 공유해 스마트 생태계를 구축한다.

산업단지 생태계의 스마트화 꾀한다

스마트산단은 무엇이고 사업단은 어떠한 일을 하나?

 

스마트산단은 정보통신기술(ICT)을 활용해 개별 기업의 스마트화를 넘어 산업단지 내 기업 간의 데이터를 연결하고 공유해 스마트 생태계를 구축한다. 아울러 기업의 생산성과 경쟁력을 제고하고 산업단지 근로자 삶의 질을 향상시키며, 미래 신산업을 창출한다.

 

 

 

스마트산단 사업은 크게 ‘스마트 제조혁신’과 ‘근로자들의 정주 여건 개선’, ‘미래신산업 육성’분야로 나뉜다. 이와 관련된 10개 과제가 추진될 예정이다.

 

스마트산단 사업은 단순히 산업단지의 외형만 바꾸는 것이 아니라 산업단지 전체의 체질과 체력을 키우는 사업이다. 산업단지의 생태계를 스마트화하고 경쟁력 있는 신산업구조로 대개조한다.

 2018년 경기반원시화산단과 경남창원산단에 이어 2019년 9월경 경북구미산단과 인천남동산단이 공모를 통해 스마트 산업단지로 선정되면서 전국에 총 4개의 스마트산단이 선정됐다. 구미스마트산단 사업비는 총 1조 490억 원으로 이중 신규 사업비는 4천 461억 원이다. 연계사업비는 6천 29억원으로, 구미국가산업단지 1~4단지를 대상으로 한다. 사업은 2020년에서 2023년까지 총 4년에 걸쳐 진행된다.

구미스마트산단 사업은 기존 사업단지의 열악한 환경을 개선하고 4차 산업혁명, 5세대 이동통신(5G) 시대를 이끌 첨단산업단지로의 변신을 꾀하고 있다. 구미스마트산단 사업이 침체의 늪에 빠진 구미공단을 되살리고 새로운 활력을 불어넣어 줄 수 있는 큰 활력소가 되어 줄 것이다.

 

구미스마트산단을 어떻게 운영할 계획인가?

 

구미국가산업단지 스마트화를 통해 산업단지의 활력도 ‘Up’, 생산성 ‘Up’, 근로자 행복 ‘Up’의 ‘3Up’을 추구할 것이다. 이를 위해 실사구시에 기반을 둔 실용적인 운영과 지속적인 성장이 가능한 혁신적 운영, 소통과 연계협력을 통한 협업적 운영을 추구할 방침이다.

 구미스마트산단 운영방침에는 네 가지가 있다. 첫째, 고객 수요에 맞게 과제별, 사업별 최상의 솔루션을 제공한다. 둘째, 내부고객 만족, 즉, 직원들에게는 즐거운 직무환경과 주인의식을 고취한다. 셋째, 다양한 맞춤형 고객 만족 서비스를 제공하고 끝으로 끊임없는 역량개발로 혁신을 주도한다.

아울러 6대 혁신방안인 ‘데이터 기반의 지능형 산업단지’, ‘상생협력의 협업 산업단지’, ‘고객만족의 감동 산업단지’, ‘청년 친화의 정주형 산업단지’, ‘스타트업 육성의 혁신 산업단지’, ‘친환경 고효율의 클린 산업단지’로 기존의 구미산단을 혁신 할 것이다.

제조혁신 기반 확대한다.

사업단장으로서 역점을 둘 부분은?

 

첫째, 개별공장의 경우, 맞춤형 스마트공장 지원을 통해 제조혁신의 기반을 확대할 것이다. 즉, 스마트공장을 단계별(4단계), 수준별(레벨1~5)로 구분해 맞춤지원 할 것이다. 스마트 공장 설비, 정보기술(이하 IT) 솔루션 등 업종별 공장의 표준화 체계를 마련하겠다.

 

둘째, 연계형, 공유형 스마트 생산체제 구축을 통한 업종별, 공유형 패밀리 혁신에 주력할 것이다. 즉, 동종업종의 모기업과 협력사 간 연계형 스마트 생산체계를 구축하는 연계형 스마트공장과 개인 맞춤형 다품종 소량생산을 지원하는 스마트공장을 상호 공유해 제조 및 생산하는 공유형 스마트공장을 추진하겠다.

 

 

지역경제의 활성화와 재도약 및 근로자가 행복한 산업단지로의 대변신을 시도하겠다.

 

셋째, 향후 스마트공장의 제조 데이터를 공유하고 데이터 거래를 활성화하는 생태계를 조성할 것이다. 즉, 스마트공장에서 발생한 데이터 분석과 유통.거래가 가능한 플랫폼과 데이터 수집.가공.정제 지원을 담당할 제조 데이터센터를 구축하고 온라인 데이터공유 물류.유통.기업 정보 플랫폼을 구축하겠다.

넷째, 청년 기술혁신형 스타트업, 하드웨어 스타트업을 집중 육성할 것이다. 대학-지자체-지원기관을 연계하는 ‘청년 기술창업 집적지를 조성하고 ’하드웨어 스타트업 파크‘를 조성(제품기획->개발->시제품->양산까지)하며, 경영.자금.판로.해외 진출 등 ’스타트업 원스톱(One Stop)종합지원센터‘를 구축하고, ’스타트업 상상터-창작터-성장터-창업터‘ 구축에 역점을 둘 것이다.

다섯째, 중소기업 공유형 물류창고 보급 확대를 위해 노력할 것이다. 유휴부지나 폐공장을 활용해 스마트물류단지(공유형 스마트물류터미널)를 구축하고 디지털 기술이 접목된 공동물류단지를 확대 조성하며, 중소기업의 스마트 물류(입고, 적재, 파킹, 출고, 재고관리 등)가 가능하도록 창고관리시스템(Warehouse Management Systems.abc WMS) 구축을 지원하거나 중소기업 해외 물류공동 시스템 구축을 위해 노력할 것이다.

여섯째, 지역 맞춤형 스마트제조기술 및 지역 산업특화 교육을 확대해 나갈 것이다. 즉, 지역 산업계의 디지털 교육에 대한 수요조사를 통해 중소기업 재직자를 대상으로 산업(직업) 교육 전문기관들을 활용한 디지털 전환 교육을 실시할 것이다. 8대 스마트제조기술(스마트센서, 사이버물리시스템, 3차원(3D)프린팅, 에너지절감기술, 사물인터넷(IoT), 클라우드, 빅데이터, 홀로그램) 교육에도 힘쓸 것이다. 또한, 리버스(Re-Birth)형 재직자 스마트혁신 교육, 지역 산업 및 지역 중소기업 특화 디지털 기술 전문가 육성, 지역 산업의 디지털 전환 촉진 교육에도 힘쓸 예정이다.

일곱째, 미래 신산업 육성으로 구미산단 산업구조를 개편해 나가겠다. 침체된 구미산단을 새로운 동력 창출과 미래 고부가가치의 신산업구조로 개편하고, 미래형 부품소재 클러스터를 구축하며, 부품.소재 종합 기술 지원단을 운영하고, 구미 강소령 연구개발 특구를 조성하기 위해 노력할 것이다.

여덟째, 구미산단 재난.재해 통합안전망과 공유형 스마트 교통체계를 구축할 것이다. ‘재난안전 통합관제센터’ 구축, 다방면으로 활용 가능성이 높은 인공지능(AI) 신호등, 지능형 영상기록장치(CCTV), 에코스마트 상수도 등을 점진적으로 추진해 전반적인 디지털 산단 관제 시스템을 구축하고 통합플랫폼을 구축해 산업단지 안전 규제자유특구를 추진할 것이다.

아홉째, 생활.문화 융합 청년친화형 산업단지를 구축할 것이다. 도시형 생활주택 보급, 주거형 오피스텔.레지던스 건립, 청년 중심의 문화거리 조성, 청년문화복합센터 건립, 근로복지시설 확충 등 젊은 청년들이 머물면서 행복하게 일할 수 있는 정주 여건의 개선을 적극 추진할 것이다.

열째, 스마트 에너지 시스템 보급을 통한 고효율.클린 산업단지를 구축할 것이다.

임기 내 이루고 싶은 목표는?

 

지역경제의 활성화와 재도역 및 근로자가 행복한 산업단지로의 대변신을 시도하겠다. 이를 위해 구미스마트산단 사업을 철저하게 고객지향적, 고객 맞춤형 사업으로 추진할 것이다. 현 국가산단은 개별 공장 위주의 스마트화 추진, 노후화 심각, 기존 전통 제조업의 경쟁력(생산성) 하락, 생산기지 해외유출 가속화, 개발 기업 단위 혁신, 독자적 장비.시설.공장에 의한 제조라는 한계점을 안고 있다.

앞으로 사업단장으로서 산업단지 전체의 스마트화, 청년 친화형 스마트산단, 신산업 육성과 소재.부품의 국산화, 동반 리쇼어링(Reshoring) 지원, 업종별 패밀리 혁신, 장비.시설.공장의 공유형 제조로 바꿔나가도록 단계별로 추진하고 싶다.

핵심 정보통신기술들이 융합, 초연결, 초지능화 되는 시대에는 생산방식, 거래 및 유통방식, 기업의 경영활동 및 사회 생태계 전반에 걸쳐 디지털 전환(Digital Transformation)이 이뤄진다. 이러한 디지털 전환 시대에는 새로운 디지털 기술에 의한 신시장이 창출되고 이러한 시장에서는 무엇보다 중소벤처기업과 스타트업의 역할이 매우 중요하다. 이를 위해 구미산단 내에 벤처.창업 집적화 단지와 글로벌 강소기업 협력 클러스트를 조성해 미래 신산업 육성과 소재.부품 국산화 사업 활성화 및 지역특화산업 육성에 주력하고자 한다.

특히, 작년 구미형 일자리로 정해진 이차전지 배터리산업, 중소기업에 강점이 있는 사물인터넷 센서 산업, 구미 소재 주요 방산업체를 근간으로 하는 민군IT융합 산업, 스마트모빌리티 산업, 탄소섬유 산업, 항공부품소재 등 지역특화(전략) 산업 육성에도 주력하려고 한다.

 

향후 계획은?

 

기업 현장의 의견 수렴과 전문가 자문을 받아 조만간 완성도 높은 구미스마트산단 실행계획서를 작성할 것이다. 구미스마트산단 참여기관들과 협의하고 역할을 분담해 사업별, 세부 과제별 예산확보 활동과 계획된 사업들의 추진 일정에 맞춰 본격적인 사업을 추진할 계획이다.

 

또한, 사업을 추진함에 있어 수혜기업들의 CEO와 근로자들에게 스마트산단 사업에 대한 세부 사업소개와 구미스마트산단 사업이 가지고 올 변화와 기대효과를 교육하고 홍보.계몽하는 활동을 통해 구미스마트산단 사업에 대한 이해를 돕고, 적극적인 동참과 협력을 유도할 생각이다.

더불어 최근 정부가 범부처 합동으로 구상.추진하고 있는 스마트산단 사어과 관련된 ‘산업단지 대개조’ 사업공모를 위한 준비와 추진을 위해 지방자치단체, 참여기관과 연계 협력해 사업신청을 할 생각이다.

‘산업단지 대개조’ 사업에서는 구미스마트산단이 거점(Hub) 역할을 하고 인근 산업단지가 연계단지(Spoke) 역할을 하게 된다. 지역의 전략 산업을 통해 육성지역 전체의 경제를 활성화 하고, 일자리를 창출하기 위한 사업으로, 스마트산단 사업과의 연계를 통해 시너지 효과를 극대화할 것이다.

As such, industrial complexes, which serve as the backbone of the nation's economy, have rarely given a boost to the local economy due to the recent slowdown in manufacturing and a slump. Korea Industrial Complex Corp. is pushing ahead with a smart industrial complex leading project to overcome the situation and revive the local economy in a bid to revive the vitality of the manufacturing industry. The Kumis Mart Industrial Complex, which was selected as the new smart industrial complex in 2020 following the Gyeonggi Banwon Sihwa Industrial Complex and Gyeongnam Changwon Industrial Complex, welcomed Lee Seung-hee, a business professor at the National Kumoh National University of Technology, as the head of the business group. A long journey has begun for the head of the business group, which will transform the Gumi Industrial Complex into a smart industrial complex.

"I have a better understanding of Gumi Sandan than anyone else."

How do you feel about being selected as the head of the Kumis Mart Industrial Complex in 2020 by the Korea Industrial Complex Corporation?

Gumi Industrial Complex is a sacred place for the industrial capital, export city and manufacturing industry that has been driving the Korean industry. It is the nation's first national industrial complex with a 50-year history and is also the nation's largest electronics industrial complex. It was also the place that once accounted for 11 percent of South Korea's exports and 54 percent of its surplus. However, it is currently in a very difficult situation due to the outflow of major conglomerates at home and abroad, long-term low growth, aging and a lack of reorganization into new industries.
Although it is a great honor to be the head of the smart industrial complex in Gumi, which carries out large projects worth more than 1 trillion won in total project costs during these times, he has a heavy burden on his shoulders as he is tasked with successfully building and transforming the difficult Gumi industrial complex into a smart industrial complex.

How did you get to apply to the head of Kumis Mart Industrial Complex?

There are three reasons for application. First, I think I have an understanding, knowledge, and experience of the overall business related to smart industrial complex. In the meantime, he has been working on many tasks such as presenting a blueprint for Gumi Industrial Complex and establishing a development plan, and he has been better aware of the situation facing Gumi Industrial Complex than anyone else.
Second, a high understanding of the region and excellent collaboration capability are its advantages. He has lived in Gumi and has always been with the region. Working with many organizations in the local industry-academic association, it has been closely communicating by establishing a human network. Therefore, I thought that if I take charge of the smart industrial complex project, I could communicate and collaborate well with related agencies because I know the region better than anyone else.
Third, it is because of the affection and passion for regional development. Gumi is the same place as the second home. Gumi is a place that gave good jobs and opportunities for development and raised children. Such Gumi Industrial Complex is in a very bad situation now. I strongly wanted to devote the rest of my life to the rebirth of Gumi Industrial Complex in order to revive the crisis.

A Study to Smarten the Ecosystem of Industrial Complexes

What is Smart Industrial Complex and what does the business group do?

Smart Industrial Complex uses ICT to establish a smart ecosystem by connecting and sharing data among companies in industrial complexes beyond the smartization of individual companies. In addition, it will enhance the productivity and competitiveness of companies, improve the quality of life for workers in industrial complexes, and create new industries in the future.

Smart industrial complex projects are largely divided into "smart manufacturing innovation," "improving settlement conditions for workers" and "fostering new industries in the future." Ten related tasks will be pursued. The smart industrial complex project is not just to change the appearance of the industrial complex, but to develop the constitution and physical strength of the entire industrial complex. It smartens the ecosystem of industrial complexes and usually builds them with competitive new industrial structures.
 A total of four smart industrial complexes were selected across the country in September 2019, as the Gyeongbuk Gumi Industrial Complex and Incheon Namdong Industrial Complex were selected as smart industrial complexes through a public offering, following the Gyeonggi Banwon Sihwa Industrial Complex and Gyeongnam Changwon Industrial Complex in 2018. Kumis Mart Industrial Complex's project cost a total of 1.49 trillion won, of which the new project cost 466.1 billion won. Its linked project cost is 602.9 billion won, targeting the first to fourth complexes of the Gumi National Industrial Complex. The project will run over a total of four years from 2020 to 2023.
The Kumis Mart Industrial Complex project is seeking to improve the poor environment of existing business complexes and transform itself into a high-tech industrial complex that will lead the era of the fourth industrial revolution and fifth-generation mobile communications (5G). The Kumis Mart Industrial Complex project will serve as a big boost to revive the depressed Gumi Industrial Complex and breathe new life into it.

How do you plan to operate the Kumismart Industrial Complex?

Through the smartization of the Gumi National Industrial Complex, the industrial complex will also seek "Up," productivity "Up" and "3 Up" of workers' happiness. To this end, the government plans to pursue practical operations based on due diligence, innovative operations that can continue to grow, and collaborative operations through communication and linked cooperation.
 There are four operating policies for Kumis Mart Industrial Complex. First, it provides the best solution for each task and business to meet customer needs. Second, it promotes internal customer satisfaction, i.e. a pleasant work environment and a sense of ownership for employees. Third, it provides a variety of customized customer satisfaction services and finally leads innovation with constant capacity development.
In addition, the company will innovate the existing Gumi Industrial Complex with six major innovation measures: "data-based intelligent industrial complex," "co-operative industrial complex of win-win cooperation," "customer-friendly moving industrial complex," "residential industrial complex of youth friendlyization," "innovative industrial complex of start-up development" and "clean industrial complex with eco-friendly high efficiency."

Expand the manufacturing innovation base.

What part of the business unit would you focus on?

First, for individual factories, the foundation for manufacturing innovation will be expanded through customized smart factory support. In other words, smart factories will be provided customized support by dividing them into stages (4 stages) and levels (1-5 levels). It will prepare standardization systems for factories in different industries such as smart factory facilities and IT solutions.

Second, the company will focus on innovating industry-specific and shared families through the establishment of a linked and shared smart production system. In other words, the government will push for a smart factory that is linked to establish a smart production system between parent companies and business partners in the same industry and a smart factory that supports small-volume production of various types of products that are customized for each other.

We will try to revitalize the local economy, make another leap forward and transform it into an industrial complex where workers are happy.

Third, it will create an ecosystem that shares manufacturing data of smart factories and activates data transactions in the future. In other words, data analysis and distribution at smart factories and data collection and processing.Build manufacturing data center to support refining and online data sharing logistics.We will establish a distribution and enterprise information platform.
Fourth, we will intensively nurture youth innovative startups and hardware startups. Creating a 'Youth Technology Entrepreneurship Site' that links universities, local governments, and support organizations and creating 'Hardware Startup Park' (Product Planning-개발Develop-> Prototype-양 Mass Production), and managing.It will focus on establishing a "One Stop Comprehensive Support Center for Start-ups" such as funding, sales channels and overseas expansion, and building a "Startup Imagination Place-Creation Place-Startup Place-Startup Place-Startup Place-Startup Place."
Fifth, we will make efforts to expand the distribution of shared logistics warehouses for small and medium enterprises.
