주민자치란 자치분권으로 이양된 지방정부의 권한을 주민들이 잘 행사하도록 보장하는 것으로, 주민들이 지역의 문제를 스스로 찾아 해결방법을 결정하여 자치분권을 실질적으로 실현하는 것을 말한다.

주민자치위원회는 자치구별 '주민자치센터 설치 및 운영조례'를 근거로 동 자치센터 시설 등 설치 및 운영에 관한 사항, 주민 자치활동 등의 사항에 대해 심의하는 기구이다.

주민자치회는 '주민자치회 시범 실시 및 설치·운영에 관한 조례'를 바탕으로 풀뿌리자치 활성화를 위해 동에 설치돼 주민자치센터를 운영하는 등 주민 자치활동에 대한 사항을 수행하는 조직이다.

 두 조직이 조례에 근거해 구성되고 공식적인 권한을 부여받았다는 점에서 주민자치제의 활성화를 위해 적극적인 정보공개가 필연적으로 수반된다.

따라서 두 기구의 운영세칙과 회의록을 공식적인 주민자치 기록으로 언제든지 주민들 홈페이지 등에서 볼 수 있도록 사전공개되어야만 한다.

한편으로 지방의회는 헌법에서 규정하고 있는 지역주민의 대표기관으로서 지방자치단체의 행정을 통제하고 조례를 제정하며 예산을 심의하고 의결하며 결산을 승인하는 역할을 한다.

지방의회는 주민의 대표기관으로서 지방의회의 의사결정은 곧 주민의 의사로 간주되며 주민의 지방행정에 대한 참여통로를 제공하기 위한 목적이 있다.

하지만 작금의 대의 민주주의는 의회가 제 기능을 발휘하지 못함으로써 그 대표성에 있어서 위기가 초래되고 있다.

이러한 상황 속에서 국민들에게 절실히 요청되는 것은 바로 '참여'이며, 국민의 참여는 대의 민주주의의 결함을 보완해주고 극복할 수 있는 대안을 제시해 준다.
